Student Association Statement|Campus Gate Access Control and Freshman Vehicle Permits

Publish : 2025-09-03

Dear Fellow Students,
The Student Association has taken notice of the university's plan to officially implement the gate access control system starting September 3rd. According to regulations, freshmen must complete a traffic safety orientation and obtain a motorcycle permit before they can pass through the gate control system to enter and exit campus.

However, there are clear contradictions in the practical implementation:

  1. Freshmen only arrive on campus for registration on September 2nd
  2. The Office of Student Affairs has not scheduled any traffic safety orientations before September 2nd
  3. Yet the gate control system will be activated immediately on September 3rd

This timeline essentially requires freshmen to complete an "impossible mission" within the system. In practice, this means freshmen who ride motorcycles will be unable to legally enter and exit campus in the short term. Such measures are unreasonable and disregard the basic needs of freshmen's daily lives.

The Student Association hereby solemnly states:

  1. The university should immediately adjust the gate control implementation timeline: It should be postponed at least until after freshmen can complete the traffic safety orientation and obtain their permits, ensuring the regulations are feasible and fair, thereby protecting freshmen's basic right to campus access.
  2. Urge revision of relevant regulations: We will convene meetings with the university to review and revise related regulations to align with the actual timeline and the freshman permit acquisition process.
  3. Increase accessibility to traffic safety orientations: The Student Association will urge the Office of Student Affairs to increase the frequency of traffic safety orientations and the capacity of each session, giving freshmen more opportunities to complete the course.
  4. Advocate for transitional measures: Before the university makes adjustments, the Student Association will continue to advocate for supporting measures to prevent freshmen from being blocked due to the university's planning.
  5. Collect student feedback: The Student Association will open a feedback form to widely gather freshmen's actual difficulties regarding gate access and permit acquisition, using student input as a foundation to push for university changes.

Regarding the university's position:
We understand the university hopes to use gate control to give students more time to familiarize themselves with campus and reduce traffic accident risks. However, the Student Association believes that safety should be rooted in education and self-discipline. The university should not use safety as a justification to restrict freshmen's most basic freedom of movement. We believe students will safeguard their own safety through self-discipline, rather than relying on restrictive measures to replace trust and education.
The Student Association began communicating with the university on August 28th to ensure that the rights of freshmen and all students are not compromised by unreasonable institutional arrangements. Active coordination is currently ongoing.

Sincerely,
National Dong Hwa University Student Association
